Overall objectives:

1 - Understand the methodologies applied in the evaluation of proposals in public works contracts.
2 - Understand the legal framework the construction industry, particularly the legislation applied to contracts;
3 - Know the basic aspects of management accounting, as well such as those in the budgetary control process;
4 - Identify the situation of financial balance/imbalance in the construction phase;
5 - Analyse and implement cost control measures in the construction phase, taking into account the type of contracts;
6 - Understand the concept of price revision in public works contracts;
7 - Understand the methodologies applied in the evaluation of proposals in public works contracts.

Syllabus:

1 - Public Works Contracts Execution Phase: Introduction of the Public Contracts Code regarding the execution of the contract; advances; Complementary works; Works on minds; Price of complementary works; Deposits; Final account of the works public;
2 - Billing, price review and reception: Payments and their modalities in public and private works; Inspection and measurement records of the works, responsibility for complementary works; Reinforcement of deposit and discount on payments; Delays in payment, repayment of advances;
3 - Price Review: Introduction to Decree Law No. 6 2004 of 6 January; Price review methods; Indices of costs of labour, equipment and materials, Additional work; Less work; Deviation of deadlines; Extensions; Practical example of price revision using the polynomial formula method;
4 - Cost control of private and public works;
5 - Evaluation of proposals.
