Overall objectives:
1 - This course aims to contribute to the future civil engineer formation and culture, with respect to the actual Land Management System, considering its action required.
2 - Understanding of fundamental concepts in planning and land management, the System of Territorial Management and Operating Instruments;
3 - Understand the main issues of the town planning;
4 - Understand the importance of scale and its influence on the analysis and resolution of problems, the various levels and hierarchies of plans for land management;
5 - The role of the Plan as support to the integration of policies and solutions and method of implementation;
6 - Fundamental notions in regional planning.
Syllabus:
1 - The sense of urban and regional planning. Historical eview of the planning process in Portugal. Historical analysis of the planning process in the Autonomous Region of Madeira (1573-2006).
2 - Theoretical and methodological framework of the planning of the planning process; systemic perspective; planning as a process simulation techniques and methods of scenarios; The Physical Planning and Strategic Planning.
3 - Territorial Management System. The Law on Spatial Planning and Urban Management and the Legal Regime of Territorial Management Tools. Hierarchy of Plans. Plan Regional Spatial Planning (PROT) to Detail Plan (PP). The Importance of Municipal Master Plans and Sector Plans. Specific cases RAM and around Funchal. Regional System of Land Management, Decree Law 43/2008/M.
4 - Classification of land use. The land zoning. The issue of Soil Policy. The regulations of the Urban Plans. The conduct of the Plans.
5 - Language, structure and morphology of urban space: the types of construction, the road network supporting the movement, image and urban experiences, the Urban Design. Urban perimeters. Urban allotments.
6 - The metric of urban space: the Urban indicators and parameters defined by the Decree no. 9/2009 of 29 May.
7 - Demography Elements and population projection models.
8 - The Geographic Information System as a structural basis for the Management of Regional and Local Spatial Planning. Thematic maps.
9 - The equipment in urban space: concepts of type, design and programming; Compensatory Compensation System.
